New Animal Welfare Rules Affect Puppy and Kitten Transfers Across Lanzarote and Spain

Lanzarote pet owners, breeders, and animal welfare groups are being reminded that puppies and kittens under eight weeks old can no longer be legally sold, gifted, or rehomed in most circumstances under Spain’s animal welfare legislation.

The regulations, which apply throughout the Canary Islands, are designed to improve animal welfare standards and reduce the number of young animals being separated from their mothers too early. Authorities and animal welfare organisations have long argued that premature separation can negatively affect an animal’s physical development, socialisation, and long-term health.

Under the rules, puppies, kittens, and ferrets must be at least two months old (eight weeks) before they can be transferred to a new owner, whether through a sale, adoption, or private rehoming arrangement. Limited exceptions may apply to authorised shelters, rescue centres, and organisations handling animal welfare cases.

The legislation forms part of wider animal welfare reforms introduced across Spain. These measures include tighter controls on breeding activities, stricter identification requirements, and increased responsibilities for pet owners. Breeding dogs and cats is generally restricted to registered breeders, while adoptions must follow established legal procedures designed to protect both animals and owners.

Animal welfare groups have welcomed the minimum-age requirement, saying it helps ensure young animals receive essential care, nutrition, and behavioural development during their earliest weeks of life. Veterinary experts often recommend that puppies and kittens remain with their mothers and littermates for at least eight weeks to support healthy social and emotional development.

For residents in Lanzarote considering adopting or rehoming a pet, officials advise checking that all legal requirements have been met, including age restrictions, identification procedures, and any necessary documentation before completing a transfer.

As authorities continue to strengthen animal protection standards across Spain and the Canary Islands, pet owners are encouraged to familiarise themselves with the latest regulations to avoid potential penalties and to help promote responsible pet ownership.
